"OCI കാർഡ് ഇരട്ട പൗരത്വമല്ല": വ്യക്തത വരുത്തി ഇന്ത്യൻ അധികൃതർ

OCI കാർഡുള്ളതിന്റെ പേരിൽ ഇന്ത്യൻ വംശജർക്ക് ഓസ്ട്രേലിയൻ പാർലമെന്റ് തെരഞ്ഞെടുപ്പിൽ മത്സരിക്കാനാകില്ലെന്ന് പ്രമുഖ രാഷ്ട്രീയ പാർട്ടികൾ വ്യക്തമാക്കിയതിനു പിന്നാലെ, OCI ഇരട്ടപൗരത്വമല്ല എന്ന വിശദീകരണവുമായി ഓസ്ട്രേലിയയിലെ ഇന്ത്യൻ ഹൈക്കമ്മീഷൻ രംഗത്തെത്തി.

ഇരട്ട പൗരത്വ വിഷയം ചൂണ്ടിക്കാട്ടിയാണ് ഓവർസീസ് സിറ്റിസൻ ഓഫ് ഇന്ത്യ (OCI) കാർഡുള്ള ഇന്ത്യൻ വംശജരെ പ്രമുഖ ഓസ്ട്രേലിയൻ രാഷ്ട്രീയ പാർട്ടികൾ സ്ഥാനാർത്ഥി പട്ടികയിൽ നിന്ന് ഒഴിവാക്കിയത്. 

എന്നാൽ, ഇന്ത്യ ഇരട്ടപൗരത്വം അനുവദിക്കുന്നില്ലെന്നും, OCI കാർഡിനെ ഇരട്ട പൗരത്വമായി കണക്കാക്കാൻ കഴിയില്ലെന്നും ക്യാൻബറയിലെ ഇന്ത്യൻ ഹൈക്കമ്മീഷൻ വ്യക്തമാക്കി.  

"OCI കാർഡുള്ള ഒരാൾക്ക് ഇന്ത്യൻ പൗരത്വമുണ്ടാകില്ല. മാത്രമല്ല, അയാൾ ഇന്ത്യൻ പാസ്പോർട്ട് റദ്ദാക്കുകയും ചെയ്തിരിക്കണം," ഡെപ്യൂട്ടി ഇന്ത്യൻ ഹൈക്കമ്മീഷണർ പി എസ് കാർത്തിഗേയൻ എസ് ബി എസ് പഞ്ചാബി പരിപാടിയോട് പറഞ്ഞു. 

OCI  കാർഡുടമകൾക്ക് ഇന്ത്യയിൽ രാഷ്ട്രീയ അവകാശങ്ങളുമില്ലെന്ന് അദ്ദേഹം ചൂണ്ടിക്കാട്ടി. 

അതേസമയം, ഓസ്ട്രേലിയൻ രാഷ്ട്രീയ പാർട്ടികൾ ഇതിന്റെ പേരിൽ ഇന്ത്യൻ വംശജർക്ക് സ്ഥാനാർത്ഥിത്വം നിഷേധിച്ച വിഷയത്തിൽ ഹൈക്കമ്മീഷൻ പ്രതികരിച്ചില്ല. 

ഇരട്ട പൗരത്വ വിഷയം ചൂണ്ടിക്കാട്ടി ഇന്ത്യൻ വംശജർക്ക് പാർട്ടികൾ സ്ഥാനാർത്ഥിത്വം നിരസിച്ച കാര്യം എസ് ബി എസ് നേരത്തേ റിപ്പോർട്ട് ചെയ്തിരുന്നു.

OCI കാർഡുള്ളവർക്ക് എത്ര കാലം വേണമെങ്കിലും ഇന്ത്യയിൽ ജീവിക്കാനുള്ള അവകാശവും, സാമ്പത്തിക കാര്യങ്ങളിലും വിദ്യാഭ്യാസ കാര്യങ്ങളിലുമെല്ലാം പ്രവാസികളായ ഇന്ത്യൻ പൗരൻമാർക്കുള്ള അവകാശങ്ങളും നൽകുന്നുണ്ട്. 

എന്നാൽ ഇന്ത്യൻ പൗരൻമാർക്കുള്ള പല അവകാശങ്ങളും OCI കാർഡുടമകൾക്കില്ലെന്നും പി എസ് കാർത്തിഗേയൻ ചൂണ്ടിക്കാട്ടി. 

OCI കാർഡുടമകൾക്ക് ലഭിക്കാത്ത അവകാശങ്ങൾ ഇവയാണ്. 

1. under article 16 of the Constitution with regard to equality of opportunity in matters of public employment.
2. under article 58 of the Constitution for election as President.
3. under article 66 of the Constitution for election of Vice-President.
4. under article 124 of the Constitution for appointment as a Judge of the Supreme Court.
5. under article 217 of the Constitution for appointment as a Judge of the High Court.
6. under section 16 of the Representation of the People Act, 1950(43 of 1950) in regard to registration as a voter.
7. under sections 3 and 4 of the Representation of the People Act, 1951 (43 of 1951) with regard to the eligibility for being a member of the House of the People or of the Council of States, as the case may be.
8. under section 5, 5A and 6 of the Representation of the People Act, 1951 (43 of 1951) with regard to the eligibility for being a member of the Legislative Assembly or a Legislative Council, as the case may be, of a State.
9. for appointment to public services and posts in connection with the affairs of the Union or of any State except for appointment in such services and posts as the Central Government may by special order in that behalf specify."
