Calling from Australia but Nepal's number is displayed: What's illegal about VOIP in Nepal?

Nepal's investigation bureau recently arrested 160 people with allegations of bypassing phone calls through VOIP technology. Among those arrested 34 people are said to be foreign nationals. Investigation Bureau's Chief, Narayan Singh Khadka spoke to SBS Nepali about what the alleged crime was regarding the voice over internet technology.
