No immunity for serious rights violaters says Nepal's PM, will he succeed?

Nepal's Prime Minister has assured the international community that people accused of serious human rights violations during the decade long Maoist conflict will not be given immunity. However, with the current Truth and Reconciliation Commission and Commission of Investigation on Enforced Disappeared Person labeled "ineffective" by rights bodies, will Mr Oli be able to deliver on his assurance? How does Nepali government define "serious violations"? Conflict resolution expert Dr Bishnu Raj Upreti had this to say.
