Raut and Biplav: What's in a name for Nepal government?

Until last week CK Raut from the Free Madhesh Alliance was labeled as a separatist and was in prison. Now, Raut has officially joined the mainstream politics after signing an 11 point agreement with the government. Meanwhile, the Nepal Communist Party led government has banned Netra Bikram Chand- Biplav- led Maoist party, pushing them to go underground. What led the Nepal government to take such different approaches in dealing with CK Raut and Biplav? Conflict resolution expert Dr Bishnu Raj Upreti had this to say.
