How can we prevent stormwater washing land-based pollution into oceans?

Australia's east coast has been rained on heavily since the start of February causing extensive flooding. While that rainfall brought relief from a hot, dry summer and its ensuing bushfires, there are concerns the deluge could be causing more damage to the enviroment.
