More than 7,500 motorists in the state were caught exceeding the speed limit, the most common offence.
More than 430,000 people were breath-tested for alcohol with one in 473 recording a positive result.
Out of 6,400 people tested for drugs, 606 tested positive.There were 664 disqualified drivers, 1,225 unlicensed drivers and 1,322 mobile phone offences during the 22-day operation.
Victoria Police Assistant Commissioner Doug Fryer said it was concerning that so many people still thought it was OK to speed.
"It is always disappointing to see people caring more about getting somewhere quickly than getting there at all," he said.
"The truth is that 12 people didn't get home during this period. Twelve lives were lost.
Assistant Commissioner Fryer said all road users "need to make good choices" and should ensure that their friends and family do the same.
"If you see a mate or colleague or loved one taking a risk, don't stay quiet," he said.
"Speak up because you might just save their life."
