Police said that the would-be-thief asked the medical centre staff about the trading hours at Caroline Springs Boulevard, in Caroline Springs, on November 3, around 5.30pm.
They believe the same man returned with two kids to the centre an hour later in a robbery attempt.
“It was very sad to see the CCTV coverage with this man with two kids searching through vaults and drawers,” said Senior Constable Paramjot Singh from Victoria Police.
CCTV footage showed the man desperately searching through vaults, drawers and breaking into a cash register while two children followed him around.
Police said it did not appear that anything had been stolen during the break in.
