Streets in Sydney's Eastern Suburbs are littered by dozens, if not hundred yellow bicycles belonging to OFO, a Chinese-owned hire company. NSW legislation is forcing riders older than 12 onto the roads. A s a consequence parents are not willing to allow their children to ride.
