Why does North Korea continue sending balloons filled with garbage across the border?

Over the past few days, North Korea has sent hundreds of balloons full of garbage and manure towards South Korea. South Korea responded by withdrawing from the 2018 military pact. SBS Russian discussed the news with Dr Leonid Petrov, expert in North and Sounth Korea.
