Can Russians be held responsible for the invasion of Ukraine?

Is what the Kremlin is calling its 'special military operation' in Ukraine a personal war by Vladimir Putin? Or does it enjoy the support of the Russian people? And if so, does the Russian nation bear collective responsibility for events in Ukraine? It's a question critics of the Kremlin are increasingly discussing.
