Why is female genital mutilation practiced in Dagestan?

Recently published report of The legal initiative of Russia foundation uncovers the existing practice of female genital mutilation in the remote villages of Dagestan. According to reasearches the operations are generally carried out in makeshift conditions and often lead to serious physical and psychological problems in girls and women. However last Monday the chairman of the Coordination Center of Muslims of North Caucasus (CCMNC) Ismail Berdiyev in an interview to the Moscow radio station called this practice absolutely harmless custom directed according to him to tame down the female temperament a bit, and added that it doesn't have any effect on health".
