Police in Victoria say they have arrested a 20 year-old man suspected of planning a terror attack at Melbourne's Federation Square on New Year's eve.

Victoria Police Deputy Commissioner Shane Patton says the suspect is a high risk person of interest who has been under police watch for a long period of time.  The police will allege that the man is an Australian citizen, the son of Somalian parents.  He was attempting to get a gun to carry out his planned attack.  Deputy Commissioner Patton adds that the suspect was planning to use the gun to kill as many people as he could on New Year's Eve at Federation Square.
