Royal Commission into youth detention at the Northern Territories

The federal government has ordered a royal commission into youth detention facilities in the Northern Territories. It follows a report on the ABC's Four Corners program that contained footage of youths being tear gassed and tied to a chair at the Don Dale Youth Detention facility outside of Darwin.
