Young people lured into organised crime

The Victorian Commissioner of Police Graham Ashton is concerned at the increasing number of young people being lured into hard criminal activities. Children as young as 13 are involved in carjacking and armed robbery. Quite a few of them are children of migrants from Africa and the Pacific Islands.
