Home Affairs Minister Peter Dutton says the federal government will again try to pass its controversial suite of changes to citizenship laws.

The Senate rejected the changes last year.

The government is proposing extending the waiting time for permanent residents to apply for citizenship, creating tougher English language tests, and giving the Home Affairs Minister additional powers.

Mr Dutton is urging the Labor Party to support the proposed changes.

He does concede, though, that the government is willing to cede some ground if it's forced to get the support of crossbench senators to get the legislation passed.

Government M-P Nicolle Flint has told Sky News the emphasis of the changes is security.
