Victorian Premier Daniel Andrews has defended the state's handling of the coronavirus, following criticism of the health department's response and the release of the plan to ease restrictions. But business groups are upset many shops will stay shut until October and there are concerns that case numbers must drop below an average of five new infections per day over a two-week period to move to that phase.
