Cabinet to consider youth detention commission terms of reference

Federal cabinet will consider the draft terms of reference today (Thurs July 28) for a Royal Commission into youth detention in the Northern Territory.

Prime Minister Malcolm Turnbull has ruled out broadening the commission's focus to other parts of Australia despite calls for him to do so.
