Empty promises? North Korea watchers greet nuclear move with scepticism

The United Nations says North Korea's promise to give up testing nuclear weapons is proof diplomacy can work. But there's also scepticism of the North's real intentions, with no promises from the rogue nation to get rid of its weapons stockpile entirely. Kim Jong Un’s surprise announcement comes prior to a planned summit with President Donald Trump next month.
