The European Union's external border-protection agency says Italy has become the main destination for refugees and migrants seeking to reach Europe by sea.
It comes amid a decline in the number of people arriving in Greece.
The Frontex agency says it will be keeping a close watch on the movement between northern Africa and Italy.
And it has announced major changes to EU border management in response to the flow of migrants and refugees.
