The prime minister and opposition leader have paid tribute to the five victims of Friday's Bourke Street Mall tragedy, when a man allegedly drove through a crowd of pedestrians.

Plans are now underway to establish a lasting memorial.
A large crowd is expected to attend a vigil in Federation Square on Monday.
