Aboriginal and Torres Strait Islander Social Justice Commissioners past and present have put forward a four-step plan for constitutional recognition of Indigenous people.


They say politicians must stop "endlessly discussing" potential reform options, and commit to action. 

But with the federal government in turmoil, the call is likely to fall on deaf ears
