The Indigenous Referendum Council has dropped the pursuit of constitutional recognition for Australia's Indigenous people, calling instead for a treaty and a voice in parliament.

The council of hundreds of key Indigenous figures from across the country says it will push for a constitutionally enshrined, elected Indigenous body in federal parliament.

A statement released at the end of a three-day forum in Uluru says the council will also push for a mechanism for treaty-making and a healing commission.
