A youth justice advocate has told the Royal Commission into the Northern Territory's juvenile justice system that the Indigenous teenager at the centre of the inquiry was set up to fail.
Dylan Voller himself has spoken at the Royal Commission.
Now, the Royal Commission has heard strongly-felt opinions as to why Mr Voller got the point where he was tear-gassed and shackled to a restraint chair whilst wearing a spit-hood in custody earlier this year.
