Indonesia's National Disaster Mitigation Agency says the country's tsunami-detection buoys were not working when an earthquake and tsunami hit the island of Sulawesi last week. The disaster has already killed at least 840 people, with the official death toll expected to continue rising. It has led to calls for an overhaul of the tsunami-warning system, and an Australian tsunami specialist is one of those offering thoughts on what needs to happen.
