The Northern Territory government is to invest an extra 18 million dollars a year in diversionary programs in what it's calling the most comprehensive overhaul of the youth justice system in the history of the state.
Announcing the move Chief Minister Michael Gunner says the measures will help stop crime before it happens and break the cycle of crime that he says has been going on for far too long.
