The figure is virtually unchanged from a similar result in the previous Characteristics of Recent Migrants Survey by the Australian Bureau of Statistics three years ago.
Studying the migrants and temporary residents of the past decade, it found a lack of Australian work experience or references was the most common obstacle.
That was followed by language difficulties.
But the Bureau of Statistics' assistant director of culture, recreation and migrant statistics, Grant Whitesman, says the lack of work experience is easily the leading obstacle.
"Of those who have had difficulty finding their first job, the most common reason that they've cited is a lack of Australian work experience or references," he told SBS. "That was about 61 per cent of all responses. The next most common reason was language difficulties, which was 33 per cent."
