Australian Greens leader Christine Milne has branded Opposition Leader Tony Abbott a hypocrite over his stance on the pink batts scandal.

Mr Abbott has pledged an urgent judicial inquiry into the scheme, which was instigated during Kevin Rudd's first stint as prime minister.

Senator Milne says Mr Abbott is politicising the issue, with a coronial inquiry already completed.

"Tony Abbott used the opportunity today at an insulation factory in Brisbane to go after the government and to once again politicise what is a shocking tragedy," Senator Milne told reporters in Hobart.

"If Tony Abbott was serious about the job losses in relation to insulation he would come out and say what he was going to do about it."

"He's a total hypocrite when it comes to dealing with reducing greenhouse gas emissions."

Senator Milne said both the government and opposition leader needed to move forward by declaring their positions on a national energy efficiency target.

"I challenge Tony Abbott and Kevin Rudd - what is your policy on energy efficiency?" she said.

Senator Milne said the coroner's recommendations should be implemented, and took a swipe at Mr Rudd's handling of the scheme.

"(Former minister) Peter Garrett was telling (the government) that they could not roll this scheme out and guarantee that they could do it well given the scale and speed they were being asked to operate at," she said.

"Everyone's understanding is the prime minister's office actually ignored that plea."

The Greens leader also hit back at former Victorian Liberal premier Jeff Kennett, who has urged voters to wipe the minor party off the political map at the federal election.

"Jeff Kennett is the epitome of the coalition - anti-public sector jobs, pro-gambling, pro-smoking, pro the whole shebang," she said.

"If you want Jeff Kennett's views then vote for Tony Abbott."
