Prime Minister Tony Abbott is acting like an opposition leader in drag, Bill Shorten says.

The opposition leader was asked about Mr Abbott's recent claim that the previous Labor government hadn't allocated enough money for chemotherapy, when Mr Shorten started shaking his head.

"The prime minister needs to concentrate on focusing on what are things he is going to do in the future, rather than simply trying to be an opposition leader in drag," he told reporters in Brisbane.

"Once you get elected to run the government of Australia, that's a massive privilege, it doesn't matter who you are, Liberal or Labor.

He said it was time for Mr Abbott to take responsibility for the decisions his government was making rather than blaming others.

Mr Shorten said the government could not spend the next 1000 days simply acting like an opposition.
