Mr Abbott's target to close the gap on education disadvantage during early childhood in remote areas has already been met. But his goal to half the difference before 2018 is proving to be unattainable.
Mr Abbott said he was committed to achieving the targets set out.
"We will definitely commit to the targets and there will be more on this on Wednesday," he said.
Mr Abbott is scheduled to deliver his formal address in Parliament on Wednesday.
His Indigenous Advisory Council will then be given the opportunity to reflect on their first meeting and make recommendations about Indigenous policies.
The Shadow Minister for Indigenous Affairs, Shayne Neumann, hoped a new approach to funding allocations would be discussed.
"We've seen across the country, Coalition governments - in the Northern Territory and Queensland in particular - cut funding on education and health, getting rid of the Murray Courts, cutting education funding in the Northern Territory. I want to see the Abbott government do something different," Mr Neumann said.
