Abbott says can work with Labor premiers

Prime Minister Tony Abbott believes he can work constructively another Labor premier when it comes to tax and the federation.

Prime Minister Tony Abbott doesn't believe the election of another Labor premier will stall his efforts to reform the federation and the taxation system.

The government is expected to launch its promised tax white paper next week to complement its already-commissioned federation review.

"The election of a Labor premier in Victoria doesn't change the fundamental problem that needs to be addressed," Mr Abbott said in Canberra on Monday.

He described the federation as a "dog's breakfast" of divided responsibilities.

"It would be better if the states could deal with their responsibilities from own-source revenues."

Mr Abbott doesn't believe he has a bad relationship with South Australian Labor premier Jay Weatherill, who opposes changes to the GST.

And having had a conversation with Victorian premier-elect Daniel Andrews, Mr Abbott said both Mr Andrews and Mr Wetherill wanted to be constructive as far as they can be.

The ACT is the only other jurisdiction governed by Labor.
