ACT seeks end to first-home stamp duty

Phasing out stamp duty for first home owners is a top priority for the ACT government ahead of the federal budget.

The ACT government wants the first home owners grant scrapped in the federal budget to fund the abolition of stamp duty for first home buyers.

ACT Chief Minister and Treasurer Andrew Barr has championed putting an end to stamp duty for people seeking to buy their first home across the nation, labelling it a significant "hurdle".

In January 2012, the ACT government announced a 20-year plan to end stamp duty.

The ACT is also seeking its own "city deal" for Canberra, covering transport and housing, as well as a promise to drop plans to relocate major public service agencies outside the city.

The territory is also seeking:

* Funding to upgrade the Canberra-Sydney rail line and complete the Barton Highway duplication.

* Further investment in higher education

* An increase in local government funding

* Capital funding for expansions of the National Gallery, National Museum, Questacon and the Australian War Memorial

* Increased recurrent funding to cultural institutions and the National Capital Authority.

* A funding boost to Austrade and Tourism Australia.
