At-a-glance: Asylum seeker policy overhaul

Prime Minister Kevin Rudd has announced a "hard-line" asylum seeker agreement with Papua New Guinea.

400 asylum seeker boats in 2012/13

400 asylum seeker boats arrived in Australia during the latest financial year, the opposition says.

- Unauthorised arrivals to Australia will be sent to Manus island for assessment and if found to be a refugee they will be settled in Papua New Guinea.

- If they are not found to be a genuine refugee they will be sent to their home country or to a third country.

- Manus Island detention facilities will be expanded and new facilities built in Papua New Guinea.

- The agreement applies from today and is currently in place for 12 months.

- There will be no limit to the amount of people who can be transferred to Papua New Guinea.

- The cost of the policy is yet to be revealed.

- Kevin Rudd said the policy is in line with Australia's obligations under the United Nations Refugee Convention
