When it comes to surfing the web, Australians are among the least happy in the world.

Only 32 per cent of respondents rate the country's broadband as good.

"This is an alarming wake-up call for a prime minister who is hopelessly out of touch with the lived experience of internet users," opposition communications spokeswoman Michelle Rowland said on Wednesday.

"Malcolm Turnbull was tasked with demolishing the NBN - this Ipsos survey suggests he is meeting his KPI."

Australia joined Italy and Brazil as the only countries where fewer than four in 10 respondents thought their country's broadband quality was good.

The international average for broadband satisfaction was 56 per cent.

Six in 10 respondents rated Australia's broadband quality fair or very poor, up eight per cent since last year.

Greens leader Richard Di Natale said the Ipsos Poll showed the government was unable to meet the challenges of the future.

"It's been an abysmal failure," he told reporters in Canberra.

"It again shows that we have a government, whether it be broadband or energy, that does not have 21st-century solutions to 21st-century problems."

NBN Co, the embattled company rolling out Australia's national broadband network has flagged a new pricing deal by Christmas to counter consumer anger about slow internet speeds.

The company ran into trouble this week when NBN Co chief executive Bill Morrow said the company was unlikely to turn a profit without government intervention.

The plan would likely be introduced "on the top" of existing plans, Mr Morrow told a Senate committee on Tuesday night.

"We are hoping that we can put something (to the) public by the end of the year... there will be an announcement before Christmas, I promise you that," he said.
