NSW Premier Mike Baird is confident the Commonwealth and states can strike a deal on tax and health funding.

"There's certainly a will amongst both the prime minister and all the other premiers and territory leaders to do something together," Mr Baird told reporters in Sydney on Sunday.

But the Council of Australian Governments met on Friday, concluding without an agreement on tax reform, while Prime Minister Malcolm Turnbull said his government would not be revisiting cuts slated in the 2014 budget, which totalled $80 billion for schools and hospitals.
