Former Reserve Bank governor Bernie Fraser says he wouldn't be rushing to hold a royal commission into banks because the problems are clear.

A former Reserve Bank governor believes there are real problems in the Australia's banking sector but there is no need for a royal commission.

Bernie Fraser says he wouldn't be rushing to hold such an inquiry - which federal Labor has pledged to do if it wins government - because the issues are pretty clear already.

It would also take too long for a royal commission to recommend changes to improve the situation, he told ABC radio on Wednesday.
