Outspoken Liberal senator Cory Bernardi has threatened to cross the floor on multinational tax avoidance, saying a deal with the Greens betrays a party room decision.

Senator Bernardi says he can't support the legislation if it includes a Greens amendment that would force private companies with a turnover of $200 million to publicly disclose their tax affairs.

"The price (of the deal) was indeed this overturning of a party room decision, something that I feel very strongly about," he told the Senate on Thursday.

"To have this sprung on us at the last minute I think is not in the best interests of my party.

"I regret very much it's come to this."
