Botswana's Foreign Minister Phandu Skelemani has expressed doubts about a proposed Commonwealth Commissioner for Democracy and Human Rights, as recommended by the CHOGM Eminent Persons Group.
Leaders meeting in Perth this weekend will be considering a report recommending major reforms for the Commonwealth, designed to make it more relevant in the 21st Century.
One recommendation coming from the CHOGM Eminent Persons Group is the appointment of a Commonwealth Commissioner for Democracy and Human Rights.
The Commissioner would be responsible for monitoring alleged human rights violations in member countries - but several leaders have already expressed reservations.
