The Baillieu government has described Wayne Swan's fourth budget as disappointing with spending cuts that will have implications for all Victorians.

"This is a disappointing outcome for Victoria based on the federal budget confirmation of a $4.1 billion cut in GST revenue and the deferral of $500 million in regional rail link funding until 2015/16," the spokesman for Victorian Treasurer Kim Wells said.

"There are a range of specific program cuts that have implications for Victorians and we will be studying these closely."
