Building watchdog bills pass lower house

Legislation re-establish the Australian Building and Construction Commission will head to the Senate after passing the lower house.

Controversial legislation to reinstate the building industry watchdog has passed parliament's lower house after the government used its numbers to gag debate.

The government's second attempt to re-establish the Australia Building and Construction Commission now heads to the Senate, where its fate will be decided by the crossbench with Labor and the Greens staunchly opposed.

Prime Minister Malcolm Turnbull has warned another rejection could lead to a double-dissolution election.
