Unseasonably wet weather is being blamed for a failure to meet prescribed burning targets in some of Victoria's most fire-prone regions.

But as the state's hottest month approaches, several communities are said to be still exposed in extreme bushfire conditions - and now there's criticism of the targets themselves.
