The Greens are calling for a ban on the sale of dogs in pet shops and markets in NSW.
"Despite increased fines and raids by the RSPCA, breeding puppies in intensive and cruel conditions can still be a very lucrative business," said Greens MP Cate Faehrmann.
She said the NSW government's Animal Welfare Code of Practice, announced in 2009, didn't go far enough to stop cruelty to animals in puppy factories.

"The only way to shut down cruel puppy factories for good is to ban the sale of dogs through pet shops and markets, and by restricting animal breeding and sales to registered breeders," she said on Thursday.
"The decision to take on a companion animal should not be made while you are shopping for clothes in the local shopping centre."
The RSPCA is lobbying for a national registration or licensing scheme so all puppies, regardless of how or where they are sold, can be traced back to the breeder.
