The Turnbull government has been accused of provoking industrial action by urging owner-truck drivers to stage a protest in Canberra.

Employment Minister Michaelia Cash has encouraged truckies angry at new minimum load rates to convince Labor to support legislation that delays the Road Safety Remuneration Tribunal's decision.

"Isn't it interesting that you have a government that is basically out there provoking industrial action," Labor's transport spokesman Anthony Albanese told ABC radio on Monday.
