Another seven organisations, including two significant Catholic orders, will join the national redress scheme for victims of child sexual abuse on Thursday.
The scheme opened in July and has so far had more than 2700 applications and made 51 payments, but about a third of those who have applied are survivors of an institution that hasn't joined the scheme.
Social Services Minister Paul Fletcher said he could not overstate the urgency of giving survivors access to redress as soon as possible, which could only happen once all relevant institutions signed up.
