Two men have been charged over the brutal death of a mother whose naked and bloodied body was found on a northern NSW beach after a violent sexual encounter.

Mother of seven Lynette Daley, also known as Norma, was found on Ten Mile Beach in January 2011 after she had a violent sexual encounter with two men while drunk on a camping and fishing trip.

A man who claimed to be Ms Daley's boyfriend, Adrian Attwater, 42, and his friend, Paul Maris, 46, were initially charged by police.

NSW State Coroner Michael Barnes found in a 2014 inquest that there was a case for them to answer.

But the Department of Public Prosecutions did not proceed with the case.

Ms Daley's mother Thelma Davis said she wants justice for her daughter, who was 33 when she died.

"It wasn't her fault what happened to her," she told the ABC in May.

"I miss her so much and all I want is justice done for that girl."

She and Ms Daley's stepfather Gordon Davis described her as a good girl who was sporty and loved school, but who fell in with the wrong crowd at age 15.

After media reports earlier this year, NSW DPP director Lloyd Babb SC announced he would review the case and take the "unusual step" of seeking advice from independent counsel.

It followed calls for action from NSW Attorney-General Gabrielle Upton and Clarence MP Chris Gulaptis, as well as an online petition signed by more than 30,000 people.

"The death of Lynette Daley is a truly awful case," Ms Upton said in a statement on Wednesday.

The two men are set to face Grafton Local Court on August 2.

Attwater has been charged with manslaughter and aggravated sexual intercourse without consent, while Maris faces charges of aggravated sexual intercourse without consent and accessory after the fact to manslaughter.

"I acknowledge the distress this matter has bought (sic) to Ms Daley's family, and the concern it has caused the community," Mr Babb said.
