Opposition Leader Bill Shorten says changing the GST is not an economic plan.

Mr Shorten said the prime minister, who will meet with state premiers in Sydney on Friday, should use the COAG summit as an opportunity to spell out how he intends to boost the economy.

"This COAG is a waffle fest to see if Malcolm Turnbull can con Australians into copping a higher GST," Mr Shorten told reporters in Launceston on Thursday.
