Independent kingmaker Tony Windsor has indicated he will support the Labor Party, meaning the Coalition does not have enough seats to form government.

Mr Windsor indicated he would support the Labor Party, based largely on the ALP's broadband policy, and how it would positively impact on rural communities.

"You do it once, you do it right, and you do it with fibre," Mr Windsor says, in relation to broadband infrastructure.

Mr Windsor paid tribute to both leaders, Julia Gillard and Tony Abbott, as well as the media, during the 'historic' election result.

He noted his decision was based largely on how stable the new government would be, particularly in relation to the Senate.

The decision came shortly after another key independent, former National MP Bob Katter, announced he would back the Coalition, but implied the support was not unconditional.

Mr Katter told the press conference he could easily work with a Gillard Government, and may be convinced to side with Labor if the other two independents chose to support the ALP.
