"The campaign has now really begun to focus Mr Abbott's lack of economic judgement," Mr Swan told reporters at Shorncliffe Pier in his electorate on Saturday.
"We've seen that in his response to his responsibilities under the charter of budget honesty. Mr Abbott has refused to supply for scrutiny over $27 billion dollars of spending commitments."

Mr Swan said Mr Abbott was misleading voters about being fiscally conservative when he was actually "spending like a drunken sailor".
"Clearly he is trying to hide cost blow-outs which are a threat to our surplus," he said.
"I for one can not understand why Mr Abbott will not work with the commonwealth Treasury to have these policies scrutinised."
"If Mr Abbott does not trust the commonwealth Treasury, how could anyone trust him to run our national economy."
He said the Labor Party was submitting all of its policies for scrutiny.
Mr Swan pointed out that the charter of budget honesty had been drawn up by former Liberal Treasurer Peter Costello.
Comment is being sought from the opposition leader.
