It could take days, weeks or months but the City of Melbourne insists that a deal with former lord mayor Robert Doyle is the quickest way to finalise an investigation into his alleged sexual misconduct.
The 65-year-old has inked a secret agreement with council to cease a court injunction which would have prevented the investigation - and publication of a subsequent report - in exchange for the city promising not to pursue costs.
City of Melbourne CEO Justin Hanney said the deed of settlement means Ian Freckelton QC can get on with his investigation which will include seeking further interviews.
"Robert Doyle will be asked by Dr Freckelton to participate in the investigation," Mr Hanney said.
But along with all participants, Mr Doyle will need to agree and in the past has refused, citing illness.
On Tuesday evening Kharla Williams told a council meeting she expects an apology from the city, claiming mismanagement of her complaint against Mr Doyle.
"I trusted in your organisation and I have been grossly let down in so many ways," she said.
Ms Williams says Mr Doyle touched her leg during a Melbourne Health dinner in 2016. She is one of numerous women to make complaints about Mr Doyle's 'inappropriate behaviour', which sparked Dr Freckleton's investigation.
Council is yet to commit to publicly releasing Dr Freckleton's report in full.
