A Sydney man accused of conspiring to plot a terrorist attack has not faced court because of a delay getting documents to court.

A Sydney man accused of conspiring to plan a terrorist attack, possibly targeting government buildings including a police station, has avoided court.

Ibrahim Ghazzawy, 20, was expected to face Campbelltown Local Court on Thursday afternoon charged with conspiring to conduct an act in preparation for a terrorist act, but a delay in getting documents to the court meant the matter could not proceed.

Ghazzawy, from Raby, was arrested and charged along with a 15-year-old boy following raids on homes in Sydney's southwest on Thursday morning.

Prosecutors told the Campbelltown Local Court that a federal agent would be able to drive the documents to court for what was expected to be a brief hearing.

Ghazzawy's lawyer Muhammad Tehseldar added that his client did not need to be present for the hearing.

But Magistrate Robert Rabbidge said there was a cutoff time for presenting documents to ensure courts closed on time as a directive of the Chief Magistrate.

"I see no reason to make a special exception here," he said.

"With no papers before me this court is closing until tomorrow."

Ghazzawy is now expected to face Campbelltown Local Court on Friday.

Mr Tehseldar did not speak to the waiting media as he left court.
