Shoppers will be protected from excessive credit card surcharges under new draft laws introduced to parliament.

A government bill will ensure customers are charged no more than the merchant's costs in accepting payments.

The competition watchdog will be given power to enforce the ban on surcharging, including fining merchants up to $108,000 for breaches.
